Homeschooling is an educational opportunity provided for in Ohio law. It allows the parent to withdraw their student from school and assume responsibility for their child’s education. If this option is chosen, proper notification must be made to the Educational Service Center (ESC). The resources describe the notification process and parent responsibility.

Home-schooled student reporting requirement changes for school year 2020-2021.
Section 5 of H.B. 164 prohibits a school district from requiring the parent of a home-school student to submit an academic assessment report as a condition for continuing to provide home education to a student. Under Ohio Administrative Code 3301-34-04(B), the academic assessment report must include either test results (e.g., a nationally normed, standardized achievement test; an Ohio state test) or a written narrative indicating that a portfolio of samples of the child's work has been reviewed and that the child's academic progress for the year is in accordance with the child's abilities. H.B. 164 exempts parents from having to provide this documentation to the resident school district for the 2019-2020 school year. This exemption reflects the reality that assessments and portfolio reviews could not be completed in the spring of 2020 due to public health orders issued in response to the COVID-19 pandemic. School district superintendents should not require an academic assessment report from a parent to grant permission for the parent to continue home education in the 2020-2021 school year and should issue a letter of excuse as long as all other information submitted to the superintendent is determined to be in compliance with regulatory requirements.
